I suggest this way is because the blood donor needs a treatment before and after donation. by doing this way, they will feel safe and not worried what will be happen to them after donation especially for those who are not afford to get a treatment at the hospital. At the same time, if donor get a treatment at a hospital and they accepted to pay for the treatment automatically they will feel appreciate and happy with the facilities.
